On 23 October 2025 the EU published the 19th package of the EU sanctions against Belarus, Russia and the occupied regions of the Ukraine. In general, we did not see new types of sanctions imposed, mostly existing sanctions were expanded or extended.
The updates to the Decisions and Regulations are regarding:
- Belarus -> Decision 2012/642 and Regulation 765/2006 (i.c. Implementing Decision 2025/2038 and Decision 2025/2040, resp. Implementing Regulation 2025/2039 and Regulation 2025/2041)
- Russia -> Decision 2014/512 resp. Regulation 833/2014 (i.c. Decision 2025/2032 and Regulation 2025/2033)
- Occupied Territories of the Ukraine -> Decision 2014/145 and Regulation 269/2014 (i.c. Decision 2025/2036 resp. Implementing Regulation 2025/2035 and Regulation 2025/2037)
The EU published the latest consolidated PDF for:
- Belarus on 20 July 2025, which contains the 18th package.
- Russia on 20 July 2025, which contains the 18th package.
- Occupied Territories of the Ukraine on 16th September 2025.
